Or you can save a little money and make the other type, with fewer cuts of PVC and fewer Tee's, as shown.
For the rungs, you can use rope or string - but over time they will rot/break down.
I chose a Plastic Mesh you buy by the roll at Home Depot - cutting 15" long strips by 1" wide. I hot glued the ends around the PVC - I made mine about 9" apart. I did use one set of Tee's for the last or bottom rung. This gives the trellis some structural integrity.
Type 1: I used (total) about 13FT of 1/2" PVC:
13 Pieces of the 1/2" pipe cut into 9" long pieces
8 of the 1/2" PVC Tee's
2 of the 1/2" PVC Elbows
4 of the 8" long Tie Wraps.

I drilled 2 sets of holes on opposite sides of the bucket: Top set about 1" down from the top of bucket lip, the 2nd set down about half way down the bucket. Try to keep bottom set of holes line up directly below the top set.
I put in my 5 gallon painters net
Then I install the tie wraps. Yes, gently push the tip of the tie wrap through the net, then back through the net and out the other hole. Start the join of the tie wrap but do not pull snug, you just need to create a loop at this point.
Place your ladder into bucket, where the bottom legs are inside the tie wrap loop, then pull your tie wraps as snug as you possibly can. Cut up excess tie wrap tails.
Fill bucket with your chosen medium, then plant your seedlings.
Then drape your netting, (if you're using netting), over your ladder and secure it.
